NAPs: Promoting plans for national action on business and human rights

In August of 2013, ICAR (International corporate responsibility Roundtable) and DIHR (Danish Institute for human rights) They launched their joint project "national plans of action: State strategies for the implementation of the UN guiding principles on business and human rights". This initiative was set as target producing a solid tool kit to promote the development and evaluation of national action plans and other measures of State level for the implementation of the frameworks of international and regional human rights and company, including the UN guiding principles on business and human rights of 2011 (PR).

The final report was presented in June of 2014, and constitute a relevant contribution to the analysis of the duties of the State under pillar I (Protect) and III (Remedy) the PR, as well as the consequences arising for States of the pillar II (Respect). This project has contributed to the development of principles and methodologies for the elaboration and implementation of national plans of action of business and human rights, and also the deepening of discussions at the international level, regional and national, both in the current agenda forward.

ICAR and DIHR based their efforts on the realization of a global consultation with representatives of Governments, civil society, companies, investors, academics, institutional national human rights and international and regional organizations. To that end were continental consultations in Africa, America, Europe and Asia-Pacific Region, informing and complementing the actions and initiatives of all relevant actors, including each State and the UN Working Group on business and human rights, established by the UN Human Rights Council in 2011 to promote the effective dissemination and full implementation of the PR. In total, above 280 experts contributed to the objectives of this project.

Sustentia Social Innovation It partnered with DIHR and ICAR to design, the Organization and the holding of the Latin American consultation, held in Bogotá in March of 2014. This collaboration got sponsored by the Colombian Government and enjoyed the support of the Spanish Government and the German Institute for human rights (DIMR), sitting at the same table and build bridges between more than 50 representatives of companies, States, civil society, national institutions for human rights and regional and international organizations working in Latin America. Alexandra Guaqueta, the UN Working Group on business and human rights, attended and participated actively in the dialogue.

In addition to the guiding principles, the final product of the project - the Kit of tools NAPs- It appeals to other international and regional standards on responsible business behavior, in order to provide these specific content: International Bill of human rights, ILO core labour standards, standards such as the CRC, the CEDAW, CERD and UNDRIP; Regional human rights instruments; other relevant political or international legal standards; and other voluntary standards, the private sector or specific. The kit consists of three parts, It includes a model of national Base line study, a model national Action Plan and a set of proposals for the reporting and the evaluation of the implementation of the PR by States.
